BPK Finds State Loss Valued Idr 3.6 Billions

BPK finds possible state loss from the 2014 local expenditure valued at IDR 3.664 billions. BPK has officially handed over the findings to the provincial government of Banten on 7 January 2015 which must be followed-up within 60 working days.

Based on the letter number 05/LjiP/XVIII.SRG/01/2015 about BPK’s audit report on 2014 Regional Expenditure of Local Budget for the Province of Banten, BPK found indications of state loss in five Regional Work Units (SKPD) which should be returned to the regional treasury.

In addition to overpayment of project activities, the state loss was drawn from administering business trips (SPPD) for the same personnel on the same date. The five SKPD indicated to induce the state loss are Assets and Equipment Bureau, General Bureau, Education Service Office, Health Service Office, and the Water Resources and Housing Services Office.

According to Chief Inspectorate of Banten Anwar Masud, they have followed-up on BPK’s 2014 audit findings a. "Internal meetings with SKPD mentioned n the findings and the management have been done," he told.

There are two categories of findings in BPK’s audit report on 2014 Regional Expenditure of Local Budget for the Province of Banten: financial loss and administrative issues. As stipulated by Law No. 15 of 2004 regarding Audit on State Financial Management and Accountability, audit entities must follow-up on the audit results within 60 working days since the receipt of the report, in this case on 7 January. "We have finished following up on some recommendations this week. However, follow-ups for state losses are still in progress," he explained.

From the total state loss found from the 5 SKPD, only one SKPD has returned the money to regional treasury. "Health Service Office has returned it. Four others need to do the same," he concluded.

Head of Banten Water Resources and Housing Services Office Husni Hasan promised to complete and follow-up the entire findings from BPK’s audit report before the deadline. "I will monitor and ask for the progress towards the end of every week to officials at the assigned Service Office,” he firmly said.

Previously, BPK’s audit on Banten’s 2013 Local Government Performance reported financial findings of IDR 53,355 billion in total.

The state losses were found from 11 SKPD: Highways and Spatial Planning Office, Water Resources and Housing Office, Education Office, Assets and Equipment Bureau, Council Secretariat, General Bureau, Economic and Development Administration Bureau, Forestry Office, Agricultural and Livestock Office, as well as Communication and Information Services.
