Welcome to the Quarterly Edition of the Audit Forum The recent global financial crisis has attracted much attention, not only from the World leaders, but also auditor generals or chairmen of Supreme Audit Institutions (SAIs). The incident of the crisis was first indicated by collapsed world-top financial institutions in the United States of America (US) in the middle of 2007. The US-buckled financial institutions have affected not only the world
financial institutions and stock markets, but they have also had impact on the world and nation economies. Governments in both developed and developing economies have had to come up with
rescue and stimulus packages to bail out and maintain their financial and fiscal systems.
The Audit Board of the Republic of Indonesia (BPK) a long with other concerned SAIs joined a task force on global crisis established by the International Organization of Supreme Audit Institution (INTOSAI) in November 2008. Although there are differences in
legal authorities and mandates, the SAIs have generally proper positions to provide independent and objective analyses of the crises and contribute significant efforts to address them.
Regarding with above concerns and considerations, the Audit Forum raised the current global financial crisis as the main theme. The Audit Forum is pleased to present the article of the BPK Chairman concerning to the theme. Another article relates to fraud and the conspiracy (collusion) as the fraud highest symptom, which is dirived from a series of multi-group structural equations model.
In the first semester of 2009, BPK quality controls has been reviewed by the Netherlands Court of Audit. This peer review is not only to fulfill a provision of the Indonesian Constitution (1945), Law No.15/2006 concerning BPK, and auditing standards, but also to provide reasonable assurance to BPK stakeholders on what BPK has done recently. Regarding this review, the third article discusses about audit quality in the public sector auditing.
