BPK Elected As The Chair of ASEANSAI Task Force on Legal Capacity

JAKARTA, BPK Public Relations - The Audit Board of the Republic of Indonesia (BPK) participated in the Virtual ASEANSAI Executive Committee Meeting to discuss Term of Reference (TOR) on the establishment of Task Force on ASEANSAI Legal Capacity (TFALC) on Tuesday (08/09/2020). The task of the TFALC is to assess the needs for legal capacity of ASEANSAI.

The virtual meeting is a follow-up to the previous meeting held during the 5th ASEANSAI Summit in Kuala Lumpur in November 2019. Recently, the legal capacity has been a topic of interest among the members of the Association of South East Asian Supreme Audit Institution(ASEANSAI), considering the importance of the legal capacity in the cooperation with other related institutions and with donor organizations in particular.

Among delegates attended the meeting were Auditor General of Malaysia as the Chair of ASEANSAI, YBhg. Datuk Nik Azman Nik Abdul Majid, Auditor General of Myanmar as the Vice Chair of ASEANSAI, Maw Than, and Secretary General of BPK as the Head of ASEANSAI Secretariat, Bahtiar Arif. In the meeting, the Executive Committee approved the TOR on the establishment of the Task Force on ASEANSAI Legal Capacity (TFALC) that was presented by Bahtiar Arif.

Upon the approval, the TFLAC organized its first meeting in the afternoon. The meeting was attended by the Executive Committee (SAI of Malaysia and Myanmar), the Committee Chairs (SAI of Philippines, Singapore, and Vietnam), as well as the Secretariat (SAI of Indonesia). The first meeting, led by the Auditor General of Malaysia as the Chair of ASEANSAI, agreed on the election of BPK as the Chair of the TFLAC by acclamation.

As the Chair of TFLAC, Bahtiar Arif presented the draft outline study related to the ASEANSAI legal capacity. The study pointed that the TFLAC would assess the practices of legal capacity in the regional organizations of Supreme Audit Institution (SAIs) such as, ASOSAI, EUROSAI, AFROSAI, ARABOSAI, and other regional organizations of SAIs whilst considering the relevant practices in the regional organization of ASEAN as well as other associated entities. In addition, the TFLAC would discuss and consult with the Ministry of Foreign Affairs for advises and suggestions on the needs for the ASEANSAI legal capacity. The study on the legal capacity is expected to be accomplished by June 2020 and be brought forward for approval in the 6th ASEANSAI Summit that is planned to be held in Myanmar in November 2021.

Along with the Secretary General of BPK as the Head of ASEANSAI Secretariat, the delegation of BPK attended the meeting were Director General of Legal Affairs, Blucer W Rajagukguk, Director of Public Relations and International Cooperation Bureau, Selvia Vivi Devianti, Deputy Director of Legal Capacity Development, Sarmauli Marpaung, Deputy Director of International Cooperation, Kusuma Ayu Rusnasanti, and the ASEANSAI Secretariat Team.
