The Implementation Of SIPD is Expected To Improve The Quality of Regional Financial Management

JAKARTA, BPK Public Relations – Implementation of Regional Government Information System (SIPD) is expected to improve the quality of regional financial management and to be able to facilitate the needs of one financial data for all Regional Government nationally. This was conveyed by Board Member V of the Audit Board of the Republic of Indonesia (BPK), Bahrullah akbar when delivering his keynote speech at the webinar on Electronic-Based Government System (SPBE).

The webinar on Regional Government Information System and Public Services in the Regional Government was held in Jakarta, on Tuesday (10/11). This was attended by Inspectors and Head of Regional Apparatus Organization (OPD) for Province and Regency/City Level.

According to Bahrullah Akbar, the existing application system shows that the results of BPK audit on Regional Government Financial Statements (LKPD) Year 2019 indicated that there were 485 (89.48%) Provincial and Regency/City Government that obtained Unqualified Opinion. This number increased compared to the previous year, in which there were 441 (81.37%) Regional Government.

“We surely hope that the implementation of SIPD will further improve the quality of regional government management. In addition to that, it is also expected that the SIPD will be able to facilitate the needs of one financial data of all Regional Government nationally,” said Bahrullah Akbar in the webinar that presented speakers from both internal and external BPK.

Therefore, during the current transition period and the integration process of the Regional Government financial management using SIPD, Bahrullah Akbar emphasized that the implementation should be carefully calculated. Thus, it would not pose a risk of decreasing the quality of LKPD.

BPK Board Member V further said that BPK plays its active roles in encouraging the implementation of SPBE, particularly at the Ministry of Home Affairs and the Regional Government. These active roles is realized by carrying out its thematic audit on the effectiveness of SPBD management at the Ministry of Home Affairs and 42 Regional Governments in 2020. The audit, he explained, is currently still in the detailed field audit stage.

Consequently, Bahrullah stated that the webinar was aimed at obtaining viewpoints of qualified keynote speakers, so that BPK would be able to encourage the implementation of effective SPBE in the regional government.

“The webinar on SPBE held in this afternoon is also part of due process of the audit to obtain adequate understanding and explanation from qualified officials related to policies, implementation and development of SPBE in both Central and Regional Government level,” said Bahrullah Akbar.

The keynote speakers were BPK Vice Chairman, Agus Joko Pramono, Deputy of Institution and Governance of the Ministry of Administrative and Bureaucratic Reform, Rini Widyatini, Director General of Regional Finance Development of the Ministry of Home Affairs, Moh. Ardian, Governor of Central Java, Ganjar Pranowo, and Deputy of Regional Financial Management and Supervision of the Finance and Development Supervisory Agency (BPKP), Dadang Kurnia.

In his closing remarks, BPK Board Member V said that there are some main challenges that needed mutual attention in managing SPBE in the Regional Government. These included the regulations/policies for developing and accelerating the implementation of SPBE had not been strengthened in all Regional Governments.

Other challenges were the Regional Government had not entirely used SIPD and there was no system that could integrate the existing regional government information system with SIPD. These then had resulted in redundancy in data input.
