Unqualified Opinion, Yet Some Problems Still Found In The Ministry Of Communication And Informatics

JAKARTA, BPK Public Relations – The Audit Board of the Republic of Indonesia (BPK) appreciated Ministry of Communication and Informatics for the fast responses in providing data and required explanations during the audit on the ministry’s financial statements fiscal year 2019. As a result of this good cooperation, the audit process in the Ministry of Communication and Informatics was the fastest among other ministries. The BPK Board Member III, Achsanul Qosasi, said this while handed the audit report on the financial statements fiscal year 2019 to the Minister of Communication and Informatics, Johnny G. Plate, in the ministry’s office in Jakarta, on Thursday (6/8).

In his remarks, the Board Member appreciated the efforts made by the ministry for obtaining the unqualified opinion since 2016 in a row. The unqualified opinion was not an easy achievement, the opinion needed strong commitment and hard work from all of the officials to always be accountable in performing their tasks.

The Board Member reminded that although having the unqualified opinion, BPK still found some problems not only in the internal control system but also in the compliance with the laws and regulations. The accounting policy on the service concession asset and liability as well as the revenue in the operational statement and the unearned or deferred revenue that were lack of order were some of the problems in the internal control system. Meanwhile, the mechanism for either license extension of the frequency band or the 1st phase of service level agreement payment for providing internet access service were lack of compliance with the laws and regulations.

Continuing his remarks, the Board Member said that BPK would conduct audit related to the Covid-19 programs late in this year, not in 2021. By having the audit early, BPK anticipated for more problems that might occur if the audit related to the Covid-19 programs were started later in 2021. "When BPK starts the audit early, the entity may have sufficient time for discussion and consultation on how to manage the budget. This is the BPK’s initiative to respond to the president’s wishes for the faster budget execution allocated to the prosperity of the people. We have informed this initiative to the president and he gave positive response," the Board Member said.

The Board Member explained, "The BPK’s audit team that will conduct the Covid-19 related audit are not intended to seek the problems in the ministry but to help and assist the ministry to accomplish its tasks. So, the Ministry of Communication and Informatics may confidently perform its tasks for the prosperity of the people well,"

Along with the Board Member and the Minister attended the event were BPK Director General Audit III, Bambang Pamungkas, the high-level officials in the Ministry of Communication and Informatics, and the BPK’s audit team.
