BPK is “The Other KPK”
Asymmetric information has always emerged when many of the success stories on enforcement actions by KPK, the Indonesian Anti-corruption Commission, is attributed solely to the work of the Commission. While the fact is that there are major findings from the Audit Board of the Republic of Indonesia (BPK) that are used by KPK to carry out its functions. For example, the findings of thousands of illegal bank accounts of both the central and local governments worth tens of trillions of rupiah, or the grand corruption case in recovery costs in oil and gas sector, mining cases, Hambalang case, Century case, and E-KTP case. The most recent one was the audit finding on indication of state losses in Pelindo II, amounting to IDR4.08 trillion. KPK seems to have managed to score many goals, but BPK was actually the one who passed the ball as a feed to allow the goals to be made. Yet in the case of alleged corruption concerning Sumber Waras Hospital, an anomaly occurred as the BPK’s investigation outcomes were ignored by KPK.
In the fight against corruption, KPK indeed becomes the "command forces". This anti-graft commission has the capability to undertake some intelligence measures such as interception and mobilization, to receive public complaints, to garner support from civil society, and to conduct preventive measures – through the Asset Declaration of Public Officials (LHKPN), establishment of integrity zones, and education. The small yet agile "KPK elite troop" is equipped with powerful "weaponry" such as the legal basis to make arrests through their Caught-Red-Handed Operation (OTT), the power to access data and information on banking and taxation, as well as the prohibition to issue Official Warrant to Stop Preliminary Investigation (SP3). The results of the current fight against corruption can be seen in the Corruption Perception Index that shows a 2-points increase in Indonesia’s score (19 ranks) compared to the rank in 2001, with a score of 36 in 2015.
