Board Member V Socializes BPK’S Roles, Tasks and Functions in Supervising Village Fund Management in Ketapang

The BPK Board Member V, Isma Yatun, became a Keynote Speaker at the Socialization of Roles, Tasks and Functions of BPK in Monitoring the Village Fund Management in Ketapang District, West Kalimantan on Thursday.

The socialization was attended by Regent, Vice Regent, the Speaker of the Regional House of Representatives (DPRD), and other officials in the districts of Ketapang and Kayong Utara. It aims at increasing the understanding of the regional apparatus on the village fund management, so that they can be managed accountably and transparently in accordance with applicable regulations.

The BPK Board Member V in her presentation revealed that nationally in the past three years, the central government had allocated the village fund in the 2016 state budget, which amounted to Rp 46.98 trillion for 74,754 villages, in the 2017 state budget with Rp 60 trillion for 74,910 villages, and in the 2018 state budget with Rp 60 trillion for 74,958 villages. In 2018, as many as 12 districts in the West Kalimantan Province received the village fund allocation of Rp 1.7 trillion for 2,031 villages. Specifically for Ketapang Regency, it received the allocation of Rp 217.29 billion for 253 villages. On the other hand, Kayong Utara Regency received Rp 39.86 billion budget allocation for 43 villages.

The allocation of village funds in the state budget that continues to increase every year is the commitment of the government and the House of Representatives to continue to improve the development and welfare of the village community. Therefore, BPK, bearing the tasks to oversee state assets and wealth, is obliged to ensure that the village funds had been carried out in a timely, economical, efficient and effective manner. “Village funds must be managed transparently, accountably, participatively, effectively and efficiently, so that it can actively encourage the realization of transparency and accountability in managing village funds in Indonesia. This is in accordance with BPK's vision, which is to promote the state financial management through quality and useful audits", the Board Member V said.

At the end of her presentation, the Board Member V stated that there were still many challenges faced in managing village funds. BPK expects a good synergy between the Ministry of Finance, the Ministry of Villages, Disadvantaged Regions and Transmigration, and the Ministry of Home Affairs to jointly provide guidance and strengthen village funds regulations. A local government is obliged to foster and supervise the implementation of village funds management in its area, while the Village Heads and respective apparatus must always comply with applicable laws and regulations in managing village funds and continue to improve administration and order of the village funds management.

Also present as speakers during the socialization were the Member of the Commission XI of the House of Representatives, G. Michael Jeno and BPK’s Principal Auditor V, Bambang Pamungkas, who explained the roles, duties and functions of BPK and the House of Representatives in overseeing the management of the village funds.
