North Sulawesi Provincial Government Obtains an Unqualified Opinion for the 10th Consecutive Year

Manado, BPK Public Relations - The Audit Board of the Republic of Indonesia (BPK) provided an Unqualified Opinion (WTP) on the financial statements of the North Sulawesi Provincial Government for fiscal year 2023. The provincial government of North Sulawesi has obtained an Unqualified Opinion for the tenth consecutive year.

Chair of BPK, Isma Yatun, handed the Audit Report (LHP) in person to the Speaker of the North Sulawesi Provincial Regional Legislative Council (DPRD) Fransiscus Andi Silangen and North Sulawesi Governor Olly Dondokambey, at the North Sulawesi Provincial DPRD Office, Manado, on Tuesday (30/4).

The Chair of BPK said that the WTP opinion obtained by the North Sulawesi Provincial government shows the commitment of the local government and its staff to the quality of the financial statements produced.

"This achievement is certainly inseparable from the effective synergy of all stakeholders and the support of the DPRD in the implementation of the supervisory function," said the Chair of BPK.

In addition, the Chair of BPK also conveyed several positive achievements of the North Sulawesi provincial government in regional financial management throughout 2023, including:

  1. Budget mandatory spending was in accordance with the Regional Government Budget (APBD) preparation guidelines;
  2. It has a regional action plan for sustainable development goals for 2023-2026;
  3. Human Development Index (HDI) accomplishment grew by 0.52 points;
  4. Inflation reduced from 4.00% to 2.83%;
  5. Achieved 95% universal health coverage.

Despite obtaining the WTP opinion, BPK still discovered several conditions related to regional financial management, including Rp2.21 billion in flight subsidy expenditures to State-Owned Enterprises (BUMN) that were not in accordance with the provisions; Rp1.61 billion in volume deficiencies on 65 work packages; and Rp384.80 million in non-Civil Servant employment insurance contributions.

The Chair of BPK urged the North Sulawesi Provincial government to follow up on BPK recommendations no later than 60 days after the LHP was submitted.

"The progress of the North Sulawesi Provincial government's follow-up as of the second semester of 2023 has been in accordance with the recommendation of 74.44%," said the Chair of BPK.

In addition, the Chair of BPK added that BPK will also carry out performance audits and Special Audit Purpose (PDTT) in the second semester of 2024. The performance audit and PDTT that will be carried out are part of BPK's role in guarding and ensuring that development priority programs are designed, implemented and reported transparently and accountably.

The Chair of BPK hopes that BPK audit results will promote accountability and transparency of budget management and Regional Government Budget (APBD) for the prosperity of the people of North Sulawesi.

The meeting attended by Vice Governor of North Sulawesi Steven O.E. Kandouw, Speakers of DPRDs in regencies/cities throughout North Sulawesi, Regents and Mayors throughout North Sulawesi, elements of the North Sulawesi Provincial Leadership Coordination Forum, Head of BPK Representative Office in North Sulawesi Province Arief Fadillah, as well as officials and auditors of BPK Representative Office in North Sulawesi Province.
