Fulfilling Constitutional Mandate, BPK Submits IHPS of 2022 to President

JAKARTA, BPK Public Relations – The Audit Board of the Republic of Indonesia (BPK) submitted Summary of Semester Audit Report (IHPS) for 1st Semester of 2022 to President of the Republic of Indonesia, Joko Widodo, in Merdeka Presidential Palace, in Jakarta, on Tuesday (1/11). The submission of IHPS is to fulfil mandates from the 1945 Constitution of the Republic of Indonesia as well as laws and regulations.

Chairperson of BPK, Isma Yatun, said Summary of Semester Audit Report (IHPS) for 1st Semester of 2022 comprises of 137 financial audit reports of central government and 541 financial audit reports of regional governments. It also has 41 performance audit reports and 48 special purposed audit reports (PDTT).

Referring to financial audit reports of central government, Chairperson of BPK revealed that there are four ministries/institutions (K/L) which their financial statements get qualified opinion (WDP). The ministries/institutions are Ministry of Trade (Kemendag), Ministry of Manpower (Kemnaker), National Research and Innovation Agency (BRIN), and Indonesian Science Institute (LIPI).

"Although four ministries/institutions get qualified opinion, however, the achievement of unqualified opinion (WTP) on financial statements of line ministries (LKKL) for fiscal year of 2021 has reached 95%, exceeding 92% target set in National Medium-Term Development Plan (RPJMN) of 2020-2024," Chairperson of BPK said.

Referring to performance audit, Chairperson of BPK elaborated that there is 1 (one) audit object in central government, 35 (thirty-five) audit objects in regional governments, and 5 (five) audit objects in State-Owned Enterprises (BUMN).

The performance audits are conducted in both central and regional governments. Conducted in central government is audit of effectiveness in implementing sustainable urban transport while the other one conducted in 34 provincial governments is audit of programs to alleviate poverty.​

Along with Chairperson of BPK at the submission of IHPS were Board Member I of BPK, Nyoman Adhi Suryadnyana, Board Member II of BPK, Board Member II of BPK, Daniel Lumban Tobing, Board Member VII of BPK, Hendra Susanto, newly appointed Board Member of BPK, Ahmadi Noor Supit, and Secretary General of BPK, Bahtiar Arif.

The Summary of Semester Audit Report (IHPS) for 1st Semester of 2022 composes of 48 special purposed audit reports (PDTT). They cover 5 audit objects of central government and 43 audit objects of State-Owned Enterprises (BUMN) and other agencies. Some of special purposed audit reports are goods expenditure in Ministry of Manpower and management of subsidy/obligation to public service.

The financial audit reports in regional governments show that among 541 regional governments, 500 (92.4%) of them achieve unqualified opinion, 38 (7%) of them obtain qualified opinion, and 3 (0.6%) of them get disclaimer.
