BPK Elected as The External Auditor of IMO

Jakarta, Saturday (November 30, 2019) - The Audit Board of the Republic of Indonesia (BPK) was elected as an external auditor for the International Maritime Organization (IMO). Indonesia outperformed Italy and the United Kingdom, who competed as IMO’s external auditor candidates for the 2020-2023 period at the 31st IMO Assembly Session at the IMO Headquarters in London, England.

"There are more than one IMO’s external auditor candidates, so there must be a voting process”, the BPK Chairman, Agung Firman Sampurna. In the first round of voting, Indonesia won with 64 votes, 55 votes in England, and Italy 24 votes. However, this number did not indicate the majority of votes, so the second round of voting was conducted. In the second round, Indonesia gained 75 votes, and Britain 64 votes.

Previously, during the IMO Assembly, the Vice Chairman of BPK Agus Joko Pramono, revealed that Indonesia nominated the Audit Board of the Republic of Indonesia (BPK) to be IMO's external auditor because of BPK’s commitment to providing high quality and cost-efficient audit services for IMO. The nomination as an IMO’s external auditor is based on the experience of BPK, who currently serves as an external auditor for the International Atomic Energy Agency (IAEA) since 2016-2021, and for the International Anti-Corruption Academy (IACA) from 2015-2016 and 2018-2020.

The nomination of BPK is also based on several advantages possessed by BPK as an institution for auditing the management and accountability of state finances. BPK has many auditors with professional qualifications for Chartered Accountant, Certified Public Accountant, Certified Fraud Examiner, and Certified Information System Auditors. BPK also has wide range of experiences in auditing / reviewing the national maritime sector and experience in the international Supreme Audit Institution (SAI) community.

The submission of BPK as an IMO’s external auditor shows the professionalism of BPK and represents the Indonesian people. BPK also offers the efficiency of bidding fees which can be considered by IMO to choose BPK as its external auditor.

Being elected, BPK has the right to audit not only the financial statements and the performance of the IMO organization, but also the two educational institutions under IMO, namely the World Maritime University (WMU) and the International Maritime Law Institute (IMLI). The audit services that offered by BPK are not only financial audits, but also performance audits which are not offered by other countries.

The BPK would then prepare the audit team to conduct audits of the finances and performance audits. "BPK will coordinate with the previous IMO management and IMO’s external auditor from SAI Ghana for planning audits and conducting preliminary audits in 2020," explained the BPK Chairman. BPK auditors who have experience in IAEA audits will be assigned to conduct the financial and performance audits of IMO.

The appointmentof BPK as IMO's external auditor shows Indonesia's existence in an international maritime forum as maritime countries in the world. The position of the external auditor has further enhanced the credibility of the BPK in the SAI International community.
