Towards Trusted Advisor, Inspectorate General in BPK Improve Quality of Internal Supervision

JAKARTA, BPK Public Relations – Either in the current period or in the later period, role of Inspectorate General (ITAMA) in the Audit Board of the Republic of Indonesia (BPK) as trusted advisor will become more and more demanding. Both internal and external dynamic of organization in BPK require its Inspectorate General to be able to give strategic and proactive advice, compelling broad and strategic scope of its supervision.

Becoming the trusted advisor means that the Inspectorate General needs to keep and build trust among working units in BPK. Using strategic listening, the Inspectorate General may have full understanding of what they need, offer advice or effective solution for strategic issues being faced by them, and build good professional relationship with them.

Chairman of BPK, Agung Firman Sampurna, conveyed these in his remarks, giving directions at the Inspectorate General Supervision Coordination Meeting (Rakorwas) of 2021 that was virtually organized on Thursday (23/12/2021).

"Towards trusted advisor is an important step taken by the Inspectorate General to improve its internal supervision while at the same time, giving added value to achieve BPK’s goals. The journey towards trusted advisor is not easy, it needs not only well-equipped strategy but also comprehensive strategy," Chairman explained.

"Preparation to set up strategic and action plan towards trusted advisor has been established in the Inspectorate General Supervision Coordination Meeting (Rakorwas) of 2021. After intensive discussion to solve problems and to draw up strategic actions, every discussion group in the coordination meeting is succeeded to produce important output used as fundamental part for supervisory policies in the immediate future," Chairman added. The Inspectorate General Supervision Coordination Meeting (Rakorwas) of 2021 takes a theme "Pengawasan ITAMA yang Memberikan Nilai Tambah Bagi BPK RI: Progres Kesiapan ITAMA" or “Supervision that gives added value to BPK: preparation progress by the Inspectorate General”.

Chairman elaborates that draft planning for development of the Inspectorate General to be trusted advisor has been set out and action plan with some areas for improvement has been prepared. After having these instruments to be trusted advisor, the next step needed by the Inspectorate General is all officials working in the Inspectorate General have to be aware of its vision. The vision is that to be the only trusted advisor for BPK to provide solutions for diverse issues including Governance, Risk, and Compliance (GRC) is not ambition but it is natural need of an era.

"GRC is a response by BPK to deal with external environment. Nowadays, BPK is required to deliver more and more satisfactory work performance to stakeholders. Considering that these stakeholders have been provided with excellent service by other institutions either government or non-government institutions, as the results, these stakeholders have high expectation for the quality of work performance delivered by BPK," he said.

On the other hand, GRC will enable Board Members of BPK to get thorough and broad view of their organization. In addition, GRC will help Board Members of BPK in decision making processes, resulting in not only high quality decision but also comprehensive decision amidst fast flowing information era. Not only have regulations been developing exponentially in the fast flowing information era, but also they may have been overlapping with each other and becoming contradictory.

"Considering these, BPK is encouraged to keep up-to-date in the current development era. Without implementation of GRC in BPK, flows of information to Board Members of BPK may get retarded, become silo, and result in low quality and insoluble decision that give inadequate solution to confront with problems and issues being faced," he added.

The Inspectorate General is an organ in BPK to build and keep GRC. By good implementation of GRC, every decision made by Board Members of BPK will use up-to-date and adequate information. Therefore, the Inspectorate General has to keep implementing and developing GRC consistently and continuously in its supervision.

"We hope all officials in the Inspectorate General have agile and responsive qualities that are able to anticipate any changes and developments in conducting their program. By having these qualities, in turn, vison of BPK to be a trusted audit institution that plays an active role in fostering state finance with high quality and useful financial governance to achieve state goals will be assured," Chairman closed his remarks.

In his report, Inspector General, I Nyoman Wara, informs that some purposes of the Inspectorate General Supervision Coordination Meeting (Rakorwas) of 2021 include developing internal supervision policies for period of 2020-2024, preparing supervision strategies of 2022, as well as brainstorming internal supervision methodologies. These purposes are to fulfill a requirement towards Internal Audit Capability Models (IACM) Level 4.

Chair of Internal Audit Supervision Committee in BPK, Sapto Amal Damandari, and Members of Internal Supervision Committee in BPK including Nizam Burhanuddin and Hendar Ristriawan attended the coordination meeting along with high-level officials and 200 employees of BPK.
