Based on opinion of LKBUN and 84 LKKL, BPK Provides an Unqualified Opinion on LKPP for Fiscal Year 2024

JAKARTA, BPK Public Relations - The Audit Board of the Republic of Indonesia provided an Unqualified Opinion on the Financial Statements of Central Government (LKPP) for Fiscal Year 2024. This was conveyed by Chair of BPK Isma Yatun, when submitting Audit Report on LKPP for fiscal year 2024 and the Summary of Audit Reports of Second Semester of 2024 (IHPS II 2024) to Speaker of House Representative (DPR), Puan Maharan, during the Plenary Session of DPR in Jakarta on Tuesday (27/5).

This Unqualified Opinion is based on the unqualified opinion on the Financial Statements of State General Treasurer (LKBUN) and 84 Financial Statements of Ministries/Institutions (LKKL) for Fiscal Year 2024. The fairness of the overall LKPP for fiscal year 2024 was not materially affected by the fact that two agencies, National Food Agency and Indonesia Quarantine Agency received Qualified Opinion.

"One of the key areas of concern is the performance reporting which is integrated to the Notes to LKPP for fiscal year 2024 which still necessitates improvement in terms of resources, methodology, and preparation guidelines," explained Chair of BPK.

BPK determined that the accountability for the implementation of State Budget for fiscal year 2024 as contained in LKPP for fiscal year 2024 has been presented in accordance with Government Accounting Standards, adequately disclosed, in accordance with laws and regulations, and based on the effectiveness of internal control system.

Chair of BPK also stated that amid the ongoing fiscal pressures, it is crucial to oversee state budget allocations to ensure that they benefit the people.

BPK hoped that DPR continues to promote the reallocation of less productive expenditures toward priority expenditures that generate tangible impacts, aligning with the initiatives already set forth by the Government. The Asta Cita vision, which guides national policy, has now been formulated into the National Medium Term Development Plan of 2025–2029, in which DPR plays a central role in overseeing the implementation of strategic programs such as Free Nutritious Meals and Food Self-Sufficiency.

On this occasion, BPK also submitted Summary of Audit Reports of Second Semester of 2024 (IHPS II 2024), which summarizes 511 Audit Reports consisting of 16 Financial Audit Reports, 227 Performance Audit Reports, and 268 Special Purpose Audit Reports. During the second semester of 2024, BPK succeeded in safeguarding state finances from losses, potential losses, and shortfalls in state revenue totaling Rp43.43 trillion. Additionally, BPK contributed to state expenditure savings by making adjustments to subsidies/Public Service Obligations (PSO)/compensations for fiscal year 2023 totaling Rp1.09 trillion.

"These recommendations include the development of procedures for filling the Hajj pilgrimage quota, the verification and validation of recipient data and the distribution of educational assistance under Smart Indonesia Program, Indonesia Smart College Card, as well as a comprehensive policy evaluation study aimed at achieving renewable energy (EBT) development targets," concluded Chair of BPK.

This Plenary Session of DPR was also attended by Vice Chair of BPK, Budi Prijono, Board Member III of BPK, Akhsanul Khaq, and Vice Speakers and Members of DPR, and high-officials of BPK.
