The First Phase of Being IMO’s External Auditor, BPK Attends the High Level Meeting

JAKARTA, BPK Public Relations – Chairman of the Audit Board of the Republic of Indonesia (BPK), Agung Firman Sampurna, along with the Secretary General of International Maritime Organization (IMO), Kitack Lim, the President of World Maritime Organization (WMU), Cleopatra Doumbia-Henry, the Director of International Maritime Law Institute (IMLI), David Joseph Attard, dan the Deputy Chief Mission of Embassy of the Republic of Indonesia in London, Adam M. Tugio, and other high-level officials in the IMO attended the High Level Meeting (HLM) on Wednesday (30/09/2020).

The meeting, among the highest officials, was organized as part of the first phase in which the BPK was assigned to be the IMO’s external auditor for the period from 2020 to 2023. The meeting aimed not only to obtain a thorough information and a comprehensive understanding of the IMO and its related organizations such as, the WMU and the IMLI, that would be the BPK’s audit entities, but also to introduce the Boards and the Audit Team in the BPK to these entities.

The Secretary General of IMO conveyed his appreciation and his expectations of the audit that would be performed by the BPK. He said that based on the previous experience, the audit report would help the IMO to improve its quality and accountability as the international organization under the United Nations (UN) as well as to strengthen the countries’ and the stakeholders’ trust on the IMO’s performance.

In the meeting, the Chairman of BPK presented four main points on the audit preparation included the adjustment of the audit schedule due to the Covid-19 Pandemic; the handover of audit assignment from the previous external auditor, SAI of Ghana, to the BPK; those charged with governance in the IMO, WMU, and IMLI; and the procedures and mechanism of audit amid the Covid-19 Pandemic.

"In 2020, the BPK will use virtual audit procedures while the required field audit procedures are planned to carry out from February to March 2021 in London, Sweden, and Malta," the Chairman of BPK explained.

The president of the WMU and the Director of IMLI gave a brief information on the duties, functions, and updates of their organizations. They expected that the brief explanation might help to give a general overview on these two organizations as the training and education organizations created by the IMO.

Some BPK officials attended the meeting were the Secretary General, Bahtiar Arif, who is also the Director of the Audit to the IMO, the Director of Public Relations and International Cooperation Bureau, Selvia Vivi Devianti, Deputy Director of International Cooperation, Kusuma Ayu Rusnasanti, the Manager of the Audit to the IMO, Nanik Rahayu, the IT Manager of the Audit to the IMO, Pingky Dezar Zulkarnain, the Team Leader of the Audit to IMO, Endra Noviandy Sujadi, and the Analyst of International Cooperation, Kartika Widyastuti.

The audit to the IMO will be started with the interim audit from October to November 2020, and planned to continue with the audit on the financial statements fiscal year 2020 in the next month from December 2020 to January 2021. However, while all phases of the interim audit are carried out virtually, the audit on the financial statements fiscal year 2020 will be carried out on site adjusted in later months from February 2021 to March 2021 that is continued with the audit reporting ended in April 2021.
