In order to improve the capacity and capability of BPK as a government external audit institution, as well as to encourage the integrity, independence and professionalism of BPK auditors in carrying out audits of the management and accountability of state finances, the BPK has a Training Institute on State Finance Audit based in Jakarta. The Training Institute is one of the implementing elements of BPK's supporting tasks, which are below and responsible to the Board. In addition, to support its duties and functions, the BPK Training Institute has three Training Institute Operating Units located in North Sumatera, Yogyakarta and South Sulawesi Provinces.
The BPK Training Institute has the task to design, plan, organize, and evaluate education and training activities. In this regard, the Training Institute conducts education and training, as well as mentoring both for BPK employees and for parties outside BPK. The Training Institute also has the task of issuing the certification of state financial auditors for BPK employees and parties outside BPK, and the accreditation of education and training providers in the field of state financial audits.
The BPK Training Institute organizes the function of formulating and evaluating action plans for the Training Institute, formulating Training Institute’s activities, formulating policies on standardization, planning, organizing, and evaluating education and training as well as mentoring in the field of state financial audits, implementing education and training activities as well as mentoring at the Training Institute, certifying state financial auditors for BPK employees and parties outside the BPK, implementing the accreditation of education and training providers in the field of state financial audits, implementing education and training cooperation in accordance with BPK’s duties and functions, managing data and information of education and training as well as mentoring, managing risks in the scope of Training Institute’s tasks, preparing the performance accountability report of the Training Institute, and reporting results of activities to the BPK Board.
The organizational structure of the BPK Training Institute on State Finance Audit consists of:
- Center of Standardization and Evaluation of Training on State Finance Audit, with responsibility to design standards and evaluate trainings, mentoring, certification, accreditation, and training cooperation in accordance with BPK’s duties and functions, based on policies in BPK’s human resources and organizational development.
- Center of Planning and Implementation of Training on State Finance Audit, with responsibility to prepare plans and programs of trainings and mentoring, to plan and implement training cooperation, to organize trainings and mentoring, to manage and prepare learning facilities, trainers, lecturers, facilitators, and other training resources, and to manage information and data on trainings and mentoring.
- Secretariat of the Training Institute, with responsibility to organize and coordinate administrative supports, public relations, library, and other resources to smooth the tasks and functions of the Training Institute.
- Operating Units of the BPK Training Institute on State Finance Audit, as the technical implementing units under and responsible to the Director of the Center of Planning and Implementation of Training on State Finance Audit. The Training Operating Units have tasks to organize trainings based on plans and programs developed by the Training Institute. There are three Training Operating Units within the BPK Training Institute. Each of which are located in Medan, North Sumatera Province, in Yogyakarta, Yogyakarta Province, and in Gowa, South Sulawesi Province.
BPK Training Institute on State Finance Audit has also been successfully organizing international trainings, knowledge sharing and seminars for participants from Supreme Audit Institutions (SAIs) of other countries. Some of those are:
- Training for the Team Leader of SAO Lao PDR, organized from February 10 to 14, 2020 and attended by 10 SAO Lao PDR's team leaders
- The 6th INTOSAI WGEA International Training on Forestry Audit – Social Forestry, organized from September 16 to 20, 2019 and attended by 27 participants from 12 SAIs
- Knowledge Sharing on Cost Recovery Audits in Upstream Oil and Gas (Extractive Industries Audit), organized from August 26 to 30, 2019 and attended by the SAI of Kenya
- Training on Needs Analysis and Evaluation of Trainings and training on Human Resources Management, organized in July 2019 and attended by 8 officials of the SAI of Tunisia
- Training on audit in the Representative Office, Development of Manual on Compliance Audit, organized from April 29 to May 3, 2019 and attended by 13 officials of the SAI of Cambodia
- The 5th INTOSAI WGEA International Training on Forestry Audit – Conservation Forest, organized from September 24 to 28, 2018 and attended by 20 participants from 7 SAIs
- Workshop/training on Performance Audit, Mechanism of the Follow Up of Audit Recommendations and Its Guideline Development, Education and Training, organized from September 3 to 6, 2018 and attended by 15 officials of the SAI of Cambodia
- The 4th INTOSAI WGEA International Training on Forestry Audit – Conservation Forest, organized from September 11 to 15, 2017 and attended by 20 participants from 9 SAIs
- The 3rd INTOSAI WGEA International Training on Forestry Audit – Conservation Forest, organized from September 19 to 23, 2016 and attended by 21 participants from 9 SAIs
- The 2nd INTOSAI WGEA International Training on Forestry Audit – Production Forest, organized from September 14 to 18, 2015 and attended by 22 participants from 12 SAIs
- The 1st INTOSAI WGEA International Training on Forestry Audit – Conservation Forest, organized from September 15 to 19, 2014 and attended by 25 participants from 9 SAIs
